    <title>La Formation de l’Alliance des États du Sahel dans un contexte d’insécurité</title>

    <description>Cet article examine la formation de l'Alliance Sahélienne par les États de la région du Liptako-Gourma et les objectifs sous-jacents à cette initiative. Dans un contexte marqué par une crise sécuritaire majeure, le Burkina Faso, le Mali et le Niger, pour faire face au contexte d’insécurité qui les minent, ont mis en place cette Alliance de l’AES. Selon Léon Koungou (2023), la création de cette alliance par les trois juntes militaires ne résoudra pas définitivement la situation sécuritaire de la zone. En revanche, Elysée Martin Atangana (2017) souligne que la difficulté d'une alliance régionale a empêché le Nigéria d'endiguer le phénomène du terrorisme perpétré par l’organisation de Boko Haram. Abdennour Benantar (2016) affirme, quant à lui, qu’en parlant de l’Algérie, il disait que pour préserver sa propre sécurité et, par extension, celle de ses voisins en difficulté, elle était obligée d’intégrer la sécurité régionale dans la sphère de la sécurité nationale. Jean-François Daguzan (2008), en évoquant les alliances post-11 septembre, a déclaré que « le reste du monde s'associait à la peine et à la vengeance des États-Unis », soulignant ainsi que les alliances entre États visent souvent à exprimer la solidarité envers des événements tragiques ». Cet article propose d'analyser les antécédents de cette alliance, notamment les organisations régionales précédentes auxquelles ces États ont participé, telles que l’Autorité du Liptako-Gourma et le G5 Sahel. Il met également en lumière les défis auxquels l'Alliance Sahélienne serait confrontée, notamment en ce qui concerne la coordination des efforts de sécurité et la mobilisation des ressources nécessaires. Ainsi, l’article est divisé en deux parties. La première partie présente l'AES Alliance des États du Sahel (1), et la deuxième partie évoque l'alliance comme un instrument de souveraineté dans la lutte contre l’insécurité pour ces trois pays (2). This article examines the formation of the Sahelian Alliance by the states in the Liptako-Gourma region and the underlying objectives of this initiative. In a context marked by a major security crisis, the countries of Burkina Faso, Mali, and Niger established this Alliance to address the insecurity plaguing them. According to Léon Koungou (2023), the creation of this alliance by the three military juntas will not definitively resolve the security situation in the area. Conversely, Elysée Martin Atangana (2017) emphasizes that the difficulty of a regional alliance prevented Nigeria from curbing the terrorism phenomenon perpetrated by Boko Haram. Abdennour Benantar (2016) argues, in reference to Algeria, that to preserve its own security and, by extension, that of its struggling neighbors, it was obliged to integrate regional security into the sphere of national security. Jean-François Daguzan (2008), referring to post-9/11 alliances, stated that &quot;the rest of the world joined in the grief and vengeance of the United States,&quot; highlighting that alliances between states often aim to express solidarity in the face of tragic events. This article proposes analyzing the precedents for this alliance, including regional organizations in which these states have participated, such as the Liptako-Gourma Authority and the G5 Sahel. It also highlights the challenges the Sahelian Alliance will face, particularly in coordinating security efforts and mobilizing necessary resources. Thus, the article is divided into two parts. The first part presents the alliance (1), while the second part discusses the alliance as an instrument of sovereignty in the fight against insecurity in the Sahel (2 ).  </description>
